whoops i missed v0.09 patch notes

- tutorials for combat/menus/party etc
- info popups on various mechanics
- gadget descriptions explain their uses
- unit balance backend reworks, things are still imbalanced but better than before
- armor type properly gives health/speed now
- seeded RNG by slot name for treasures/shops/foe rewards etc
- barrier reworks/explanations/rebalancing
- settings menu sliders fixed
- sped up UI
- foes scale up in size based on Unit Rating (lesser, normal, renowned, elite, boss)
