Shield Block v 2.24 released

Updated the Shield Block plugin to version 2.24 with the following change:

• Optimized the regex statement used to pull shield block and shield piercing note tags from equipment, monsters, and states. Special thanks to GloClo of the RPGMakerweb forums for this suggestion.
