Tiny Post-Jam Fixes

Just a little bug fix update now the jam's done.

• Prevented levels from prematurely completing when you'd recreated the left skyscraper but were still carrying a story
• Added norepeat_action so picking up stories no longer requires quickly pressing the action button without holding it down
