v0.18.1 - Cabinets, protecting rallies, mod loading, difficulties

Changes:

• Changing some of the default names and party assignments for the Weimar Coalition, so that you don’t get DVP ministers.
• There is an option to use both the police and Reichsbanner to protect rallies, after using the Prussian police to train the Reichsbanner.
• When loading a mod, the game title and author are set to the title and author of the mod.
• Conciliators are no longer disabled in historical mode.
• There is a new hidden variable, “strife”, that increases when there is streetfighting or other conflict. It doesn’t have a lot of uses yet…
