Minor update and bug fixing - v2409.3

Drift Culture v2409.3 (Pre- Alpha) changelog:

• Tweaked the car handling to be more stable and "heavier", with better drifting feel
• Steam Deck build done (coming soon on itch)
• Fixed a bug where skidmarks caused fps drops
• Tweaked tonemap and brightness of some lights
• Increased strength of handbrake and made it more useful in tight corners
