v2.2.0 Plugin Commands for Disabling

In this minor update, we added plugin commands to prevent some videos from being skippable, essentially allowing you to enable or disable video skipping as you see fit.

We've also added an isVideoSkipped variable to $gameTemp as a new way to check if a video has been skipped. This should replace the old way of checking using the global variable LTN_SkipVideo.isVideoSkipped, although the old method is still intact for backwards compatibility.
