New version 2.21.35 released.

- Added: CIE-Lab values in the pixel color information dialog box.
- Added: new options in the settings dialog to customize the mouse wheel behavior.
- Added: Convert to grayscale, Flip horizontal/vertical and Copy/Cut commands apply only to the selected portion of the displayed image (even for a single frame of an animated images).
