Loot actions tuning decimal indexing correction for spells costing more than one spellcaster perk point

Since this mod is designed to be a dependency and has no dependents yet (as it isn't even a day old), this is hardly an emergency, but loot actions for spells with intent to deduct more than one spellcaster perk point were incorrectly indexed in their tunings. This didn't affect Subvenio, and could have been "got around" by modders using the S4S Hash Generator, but it was bad form and misleading, so I corrected it. Players who have already downloaded it will be unaffected.
