I am slowly coming to terms with the fact that puzzles are not easy to make for this game. I devised a system of recreating US states scenarios with relative accuracy.
The tutorial is fleshed out and players should have the tools to approach more difficult puzzles. A large puzzle, like the state of Ohio took me a few hours to complete. (To play the level, not to make it.) I reckon few members of society are interested in attempting to beat such a puzzle. Maryland, I thought was a very difficult scenario, but I managed to beat it.
The game should serve its purpose well as a tool for educating people on gerrymandering. If you don't understand gerrymandering, hopefully a "learn by doing" approach can make you intimately familiar with the practice.
After I do some polishing, I will think about the next steps for the game. I am not certain a multiplayer would be fun, but I will play around and see.
