Various Fixes and Improvements

Work continues apace (shoutouts to ridiculon and Johny):

• Added Overcharge counter to the printed mech sheet
• Adds the Help Menu (incomplete, but will be finished in an upcoming minor update)
• Improves the License Selector by adding manufacturer headers above the frames (like the compendium)
• Fixes a bug where an imported mech art image would fail to load correctly
• Fixes a bug in the Compendium: Frames view that prevented users from scrolling horizontally
• Fixes a bug in the CORE Bonus selector that was hiding otherwise valid selections
• Corrects missing text on the LAW OF BLADES system
• Removes an erroneous Systems bonus to Sensor Range
• Adds quick link at the bottom of the Pilot Sheet to the New Configuration window (for Pilots that do not have any associated configs)
  • Received a few reports that the configuration adding process wasn't clear to some new users. This will be further enhanced in the future.
