Emerge Remaster v1.1

Identified issue where buildup action is almost impossible when running in browser of a device running at 120hz or 144hz as the original logic assumes 30fps while the remastered assumes 60fps (windows/linux builds work fine) but browsers run at display refresh rate which breaks this feature when > 90hz.
