-added new UI to level up screen
-level decorations are now actual obstacles that must be moved around
-Changed game to work based on time ratehr than frames, so at low FPS the game will play the same but just jittery rather than playing at a snail's pace. I'm still trying to fix the low FPS issue on some devices.
-general bug fixes
