PC Engine/TG16 1.15 240p Test Suite updates

Here is an updated version of the PC Engine/TG16 in HuCard, CD and SCD versions. Thanks a lot to David for pointing out I had held these changes for way too long.

• Added Left and Right only PCM tracks for CDDA testing to sound test, thanks to David Shadoff
• Added Disappearing logo Test Added Draw Phase by FirebrandX for upscalers
• Turbo Pad counter, developed to test the turbo speed in in controllers for My Life in Gaming
• Changed Color Pattern to match PCE specs (limited to 0-7)
• New 8x8 font
• Updated code to build with the latest huc version
• Added -O to peas as a parameter, so that the ISO System Card 1 version can build
• Added MDF at boot Option
• Fixed Controller text help (START->RUN, thanks grievre)
• Updated help text
