For those new to this type of game, the complexity can be confusing, and the details overwhelming. To help with this, I've added learning scenarios.
The first/default scenario tells you to take one city. That's it! Very simple, and hopefully minimizes confusion.
The second scenario is the standard scenario I've had in the game for a while now.
To accommodate both of these, I added a second "choose" button:
When you click on this, it changes to a pop-up menu, prompting you to choose one of the scenarios:
As always, though it seems very simple, I had to figure out a lot of things to get this working. The biggest was saving and loading data.
