Updated to v1.13.0-beta - better vehicle control

v1.13.0-beta focussed on better vehicle control, with some bug fixes:

• Increased racer tyre friction to improve control
• Reduced engine power
• Reduced steering sensitivity at high speeds
• Disabled graphics settings from menu when game is active. 
• Applied graphics settings menu to FPS, and increased FPS for hi graphics setting.
• Turned off shadows from lights under racer.
