WIP Mobile Support

Mobile support for OutBoard is a WIP!!

• Touch controls added (tap left and right sides of the screen to move and tap the middle to speed up)
• **UI for mobile has glitches 

Speed up rework also a WIP

• When you tap or press 'w' to speed up, there is now a time limit and cooldown 
• new player animations to signify cooldown/speed up ready are in the works
