Small Update with the Release of Ground War

Fleet Action is getting a small update thanks to Ground War entering beta. Some minor rules were changed or reworded to be in line with Ground War thanks to their overlap. If any discrepancies remain, please let me know, and in the mean time, the rules set forward by Ground War take precedence.
