Small update!

1. Fixed Notice board
   1. Changed Scrollbar
2. Added "Event Effects"
   1. It changes Main Menu
      1. Particles like hearts and clouds
      2. Ground is in snow
      3. Dino has a Santa hat
   2. You can disable it in Screen Settings
