add linear/angular damping action, set velocity ace

This is likely the last test version and I will look to transitioning to a paid version or otherwise funded version. Thanks to all those who have tested it so far, I appreciate the help to see if this is viable / interesting addon for C3 (and 3DObject)

Add action to set linear/angular damping (and default damping for new bodies)

Add action to set velocity vector.
