0.4.0 Fixes (Updated 2)

Ive decided this update willl be 0.4.0 instead! So much has changed I think it deserves it!

Anyways testing bugfixes:

• Fixing Issy event in Chub Town
• Fixed Blueberry pie not being received
•  Seal of Wind boss door now properly opens, 
• Can move around outside dragon temple now

I'm also trying out buffing the Inflated status. It now increases a user's magical attack! Lemme know how you think it feels!

More changes:

• Fixed Blimp Cell cutscene
• Fix out of bounds
• Tons of misc stuff

• Fixed Issues with missing files!
• Chubby chaser ring working again
