V25: Hotfix to the hotfix

So it turns out the fix from V23; "Fixed the game trying to go full screen from the start on web, when it might not have permission." actually broke the game being able to create new config files on first time-fresh launches for some platforms. Potentially all platforms. The worst part is that's a fix for an unsupported platform, since I couldn't get the game running past the main menu in HTML5.

This update essentially reverts that specific change.

If you were affected by this, which probably includes all y'alls coming hot off the Olexa video in that first hour or so, the V24 files have all been stealth-replaced with V24.1 files, so just redownload and all should be good. It goes against my normal numbering scheme, but it's such a small change that I couldn't bring myself to make a V25 for that.

Sorry it took this long to identify the issue, 'cause this has been broke for a week.

Edit: I'm retroactively renaming this V25 so it doesn't mess up the dev logs list. Also there was an undocumented change included:

• Fixed some gold tiles being able to get gold borders.
  • This was only possible on the gold wildcard from shrine rewards.
