Desert Balance Patch

I just released a balance patch to nerf oases a bit, and give some other tiles a little buff or cost reduction. Oases will still be a good strategy, but it should no longer be the only thing you can reasonably build. I probably need to consider this stage of the game more to give some other interesting strategies, and I'm definitively not going to say everything is now perfectly balanced, but this should reduce the problem a bit already.

Note that this might cause minor issues for existing saves, such as getting back a different amount of power when you refund your tiles. I'm sorry about that, but for this prototype state of the game I'm not going to fix that just for now.
