Small space navigation adjustments

Adjusted some values to improve the experience of navigating through the cosmos. 

• Dashing can now be performed more often and propels way further;
• The maximum velocity for normal propulsion was reduced (to  avoid cases when people basically lost control of their speed);
• acceleration was slightly increased to improve directional control.
