Changes:
-Radiation decrease at the surface is now relative to max radiation. Meaning it will take a constant amount of time for the radioactivity to reach the bottom of the rad bar. This was done because it coud take a really long time to be able to go down again when the radiation suit was upgraded and could accumulate over 40 sec of wait time.
