got rid of zoc lock for now as was causing more issues than it solved
removed some anarchy charge vs already chargers
reprioritized anarchy charge target by dot instead of distance
increased shooting interval
rewrite of lots of charge vector math calcs and cleaned it up a bit to remove some weird edge cases
improved range check so flank charges aren't as hard to execute
unit speed and movement and soldier animation changes
switched sides
