v1.13 Update

This is just a minor update to fix a few pending issues. Thanks for the feedback!

v1.13 changes

• Fixed a bug where View mode was stuck in Treaty mode if you canceled a previous Treaty action. Thanks to KDR_11k for reporting this.
• Saving your game should be immediate upon confirming now instead of after the save message is displayed and dismissed.
• Attempting to conscript troops a second (or third) time in the same season will no longer cost you one of your 3 seasonal orders.
