I got sick of using random tools to control the "always on top" flag of a window on windows, so I made my own tool. As an added bonus it can also control the transparency of a window using a slider.
This is only for windows, and doesn't require anything other than what's in the zip file. In total it's about 924kb.
I wrote the project using the nim programming language, which seemed perfect since it can compile down to very tiny executables without sacrificing much on performance. The libraries I used are called wNim, which is a GUI framework for windows, and wAuto, which is an automation framework for windows.
