Favicon ability and better About box in Hypertext IDE version 3.10

the Hypertext IDE version 3.10 is an update that adds:

• Favicon support (Favicons are the tab icons that show up in your browser, now there’s a way to add them to Hypertext IDE pages)
• an OK button to the About box
