This is the first world expansion update of Book 3; it adds new events in Elsewhere, Edinburgh, and kicks off Jenny's Book 3 questline. Black Rose was the biggest side-quest of Book 1, Collared was the biggest side-quest of Book 2, and it's definitely looking like You Raise Me Up is going to be the biggest side quest of Book 3. Jenny has a way to make sure she gets what she wants, I guess.
The Wikihas full details on how to access the new content, but the short answer is to make sure you have a chat with Adrian (the gem dealer in Edinburgh), go have a nice cup of coffee, and make sure to search Elsewhere for any wandering critters.
With that I'm now moving on to Act XIII, Air & Darkness.
