llarion Server 0.15 is now up and running!

New features: 

•  Actions for Players Talking 
•  More efficient DB access in Player::setQuestProgress
• Repaired previously disabled tests
• Implemented world:getPlayerIdByName
• Basic Wireshark plugin for Illarion protocol
• Cleaned up network traffic, avoiding sending too much data
