Update Alpha 28.3

Update 28.3 is here!

Changes to Minigun:

• Decreased Minigun's initial ammunition to 100 (was 250)

Changes to Assault Rifle:

• Decreased Assault Rifle's spread maximum multiplier to 11 (was 15)

Bug Fixes:

• Fixed bug where rock formations spawned with no rocks¹
