Is this a game that I can play?

Not really, it is just a tech demo. But you can use it as a foundation to build your own game featuring in-game voice chat.

So what can it do?

Just start the game, choose your nickname and press "Join" to be teleported into an experimental test level. Here you can meet other players and try out the voice chat with all it's immersive features like spatial audio, evironmental effects and audio occlusion.
