Update 0.172 Regulator

Buncha quality of life fixes as requested from player feedback, minor improvements and visual updates, including:

• In-game options menu
• Respawn button
• 1st or 3rd person view preference
• Mouse sensitivity
• Can join games already in progress
• Heavy caliber and manual cycle weapon damage boost
• Outline shader
• Heads have been shrunk by 15%
• Hair, cloth and other soft body physics
• Regulator light machine gun, Para, Tactical, Legacy and Chainsaw variants
