Rules chapter and minor changes

I added the "Rules" chapter to the PDF (and a table of contents).

I made a minor change to the leveling up rules: when the character levels up they get +1 in Skill OR +3 in Feats.

The next step is to add the Entities and Locations chapters, that will describe specific pacts the characters can make with the gods.
