Finally more details on running it.

So! I struggled with getting this Update done as trying to clarify things led to a realization that there just needed to be more. So this update has a LOT more. Also it's now Free! Ish. 

This current update is being offered for free in the anticipation of the upcoming split between the Scavenger's Almanac and the Comptroller's Manual.  As for what's actually in it you've got some stuff for running the game, more character options, and some clarity on things I was told were confusing.
