Hotfix #1 for 0.20

A few hotfixes I had to release to fix a few issues in the game relating to the custom event systems. 

Scenario Master / Event Ai fixes:

• Won't always choose earthquake event by default
• Earthquake would destroy roads
• Events will happen more often instead of burst of events and at other times no events at all.
