Version 183 - Graphical Enhancements

New version contains a number of updates:

•  Ansiotropic sampling capabilities detected and applied based on Gfx card.  Selectable in menu
• UI Scaling in non 1080P modes now cleaned up.   Some work on Widescreen to be done, but works quite well
• Windowed/Windowless and fullscreen modes employed.
• Screen layouts updated.
• Campaign Map window layout updated to be easier to understand.
