This is a ticket for A Wheel Without a View. You may use the ticket as many times as you want as long as the wheel is still in operation, but the ticket can only be used once per day.

The ticket itself is free, but with a donation of $3 or higher, you will receive a set of complimentary photos (moving & stationary) depicting the wheel at various times of day.
