It was the Raven "Nevermore". There was a big bug when the player would interact with NPC it would sometimes get stuck and repeat the same dialogue. It had to do with the Raven animation or whenever it was on flight. I was able to find a smart fix so that it doesn't trigger the repeat dialogue.
I could use some test players if it does happen again I will for sure take a look.
