Changed: Add support for the Russian DOS charset. On systems with a default codepage of 1251, codepage 866 is used for DOS text.
Fixed: Subscript out of range error when loading old maps made in MapEdit.
Fixed: Deleting VSWAP sounds works as expected.
Fixed: Some BMPs would report that they're different palettes when they are not.
