I'm happy to announce the new release of my free tile-map editor for Windows, Cornutopia Mapper.
I started to write this back in January 2003 when I needed a level editor for my game Taskforce and I've added to it ever since, including an update this year, and today, a fancy new pdf manual.
Cornutopia Mapper is a tile map editor for Windows, the sort of thing you need when making an old-style game with block style levels, like many puzzle games, and even games like those Mario games or Sonic (Zool? No, nobody remembers that) or well, anything really.
The editor supports 32 layers (you might want a 3D level) and can embed data in bitmasks, and all sorts of things.
It's completely free, so give it a try. I hope that you'll find it useful.
