you can either import that into unity using SVG importer.
you can edit them with Illustrator or Inkscape(open source alternative).
these files can be scaled as per your requirement.
.PSD=> you can edit them in photoshop.
.XCF=> these are native format for GIMP(open source alternative to photoshop
.PNG=> this format is supported by almost all the software.
