Window freeze fix

A downloadable extension for Windows

Added window_set_topmost and window_get_topmost to mirror a recent addition to Window Commands
(special thanks to Tyler B)
Merged in addition of window_frame_get_wid by Samuel, which returns the frame’s HWND as a string with an int64 inside.
The extension can now be compiled for use with 64-bit Windows runtime (also thanks to Samuel’s work).
The helper application no longer depends on Visual C++ runtime redistributable (this comment).
