Build #212

This update finalizes the basic alliance interface and adds the first true alliance feature: Benefits.

With alliance benefits, alliance members can vote to spend alliance funds on various boosters and upgrades that benefits all members equally. Currently there are only 4 upgrades available, but many more will be added in future updates:

• Gym - improves movement speed
• Town Hall - allow for larger alliances
• Logistics Department - reduce time-to-order for troops
• Builders Guild - reduce time to build base upgrades

Each benefit can be upgraded in 10 levels.
