How  did this Utopia come about?

A genius Diplomat, Orator and Statesman, whom everyone has come to call "Maximillian the Great", has, in a time period of 10 years, united the disparate world governments into a unified government. You think Bismarck was great when he unified all of Germany? Well, he's a drop in the bucket compared to Maximillian. Maximillian initiated sweeping reforms across the world, allowing everyone to prosper, and ensuring the prosperity, unity and greatness of Humanity for millennia to come. Well, unless a person as genius as him goes about to destroy everything he has built. But that will never happen, right? Of course not!

Now, let's talk about the Starting Modifiers that are present in the game. They are:

1. The Edict of Mombasa - Having travelled through particularly poor areas of Africa, about to depart from his final destination of Mombasa, Maximillian the Great enacted a policy which created an intricate interconnected system of mutual aid for all nations and continents of the world. In terms of the game, this gives +0.1% Quality of Life per turn.

2. The Maximillianic Code - One of Maximillian's greatest achievements,  this law code emphasizes reform over punishment, preventing criminal reoffenders and ensuring everyone can be a productive member of society. In terms of the game, this gives -0.1 crime per turn.

3. The "Living, not Surviving" Speech - 10 years before the start of the game, Maximillian the Great gave a rousing speech about the greatness of the Human Race and their need to Unify. This speech still continues to be broadcasted all over the world. As a result, it gives +0.1% happiness per turn.

4. The Oath of Benevolence - To combat corruption, Maximillian enacted the "Oath of Benevolence", wherein a potential member of the government has to pronounce a long oath to put the people before himself. Each candidate is overseen by a Jury of Observers, who ensure that this candidate is being completely genuine. As a result, this gives a change of -0.1 corruption per turn.

5. The "Deprivation Causes Decline" Policy - Maximillian believed, to be productive, every human being must have their needs completely fulfilled. As a result, everyone is being given excellent nutrition(a product of hundreds of highly-efficient underground Hydroponic farms). This gives a +1% population growth bonus per turn.

6. The "Education Brings Evolution" Policy - Maximillian understood that, if it were not for the written word, Humanity would never move forward in its development. As a result, he has established an excellent education system, where teaching is truly engaging and enjoyable, ensuring every human being on Earth is able to understand and access the ever-growing banks of knowledge available. As a result, this gives a +0.1% literacy change bonus per turn.

7. The Federal Unified Government - For such a massive government as one encompassing the whole Earth, Maximillian knew it would be utter baloney to make it Unitary. Thus, a hierarchical, almost-feudal,  system of smaller governments rules the Earth, answering to the Central Government. This gives a +0.5% Government Competence bonus per turn. 

Oh, by the way, the player(provided they get enough power) has the option to Repeal these modifiers. The cost to repeal each of these modifiers is also affected by the Government Competence: At 100% Government Competence, it will be the full cost to repeal a modifier, and at 0% Government Competence, it will cost you the massive sum of 0 power to repeal it.
