Updated SPEXL to version 0.3 with some changes:
TL:DR - Added NES palette and a filled Box tool, reporting bugs is also helpful!
v0.3 Changes:
--Fixed wandering click issue. Mouse should no longer click random items you scroll over
--Fixed the ability to load the "New Image" selector with an image open.
--Adjusted the coordinates system to be above the image when it's zoomed in
--Adjusted the hud so it stays in front of the image as well.
--Added a solid box tool!
--Added the NES pallette from: http://www.thealmightyguru.com/Games/Hacking/Wiki/index.php/NES_Palette
--Optimized the draw code. The draw tool can still "skip", but for an entirely different reason. Probably uses less cycles now.

Some bugs:
Once you open a new image you can't open another until you close the program
Dragging the box tool in circles creates odd shapes. Not sure if it's a bug or a feature. Use it how you like
The palette button hitbox is a little off. Click to the center right of the image to activate
Why is this^ a bug? Because I haven't fixed it. Why not? Because it's a pain in my butt.
If you open an image, but fail to select one a new blank canvas of the image's size will be created
Box tool will not reach the right or bottom pixels of the canvas
