This week, I had been researching the experimental Procedural Vegetation Editor that was introduced in the Unreal Engine 5.7 update. It's a lot like the procedural tree generation tool in Houdini, but more user friendly and- more importantly- works with Unreal's experimental Nanite foliage plugin and procedurally creates a skeletal mesh for animations on the vegation assets. UE's Dynamic Wind plugin will work with the skeletal mesh to generate animations to different levels of strength of wind.
It's advertised as making trees and shrub vegetation, but considering the smaller type of vegetations it's been able to make, I believe that I should be able to make my flower plants for my project with the PVE as well.
