Added Chisel!

This update adds a Chisel to the game - this tool lets you mine natural pixels one at a time, at whatever your current max drill hardness is - potentially very useful for carving patterns or making channels inside of natural formations :)

For now, the cost is just a little bit of wood, but once the chemical pathway to plastics is in the game, the Chisel is going to be made of some kind of simple plastic.
