An option that lets civilizations spread through water! It has been requested by many people.
I might rename it a bit later, but I'm really happy with how it works for now- I also added massive optimizations, so now you can generate a full size, 0.1 water level map with 13 civilizations and not worry about the consequences. Do it. Try it out. I dare you! :D

In the future I'll add more options to this feature, like letting users adjust the speed of civilizations spreading on water.
