After doing more research on the inspiration for this game (Crazy Taxi and all the mobile replicas) I realised that there needed to be a sort of intro to the level to show the player the important parts of the level. Fortunately the new Timeline feature in Unity came out recently and there were some basic tutorials on how to implement this to make cut scenes. This is the result:
